Allergen management in bakeries: where milk adds complexity

For a baker, the recipe is only part of the job. A product also has to fit the line, the production plan, the cleaning schedule, the specification system and the customer’s allergen requirements. And milk makes that harder.

It is present in many ingredients that are commonly used in the production like butter, cream, whey, casein, fillings, glazes or compound ingredients. Once milk enters a production flow, it has to be managed throughout that flow. This includes storage, scheduling, cleaning, verification, labelling, staff procedures and traceability. In UK bakery production, milk is one of the 14 allergens that require mandatory declaration.

For many bakeries, this has become normal. But that does not make it simple.

The production plan starts with the allergen matrix

In a mixed production environment, products are not always made in the order that best suits volume or delivery. Allergen sequencing also matters.

A product with fewer allergens is usually produced before a product with more allergens. Once a milk-containing product has passed through shared equipment, the next milk-free run may require a validated changeover.

This affects the whole day. For example: A small order can interrupt a longer run. A late customer request may not fit the safe sequence. A short production batch can create a cleaning job that takes longer than the batch itself. On busy lines, these decisions are made repeatedly. All of them add complexity as the planner has to balance output, shelf life, labour, dispatch and allergen risk at the same time.

Cleaning takes time, and proof

A normal bakery clean and an allergen changeover are not always the same thing. An allergen changeover may require the line to stop, product residue to be removed, parts to be dismantled, surfaces to be cleaned with a validated method and the result to be checked before production starts again.

The difficulty depends on the equipment. A simple mixer is different from a lamination line, depositor or conveyor system. Belts, scrapers, seals, hoppers and joints can retain residue. In dry bakery areas, wet cleaning can introduce another problem because water increases microbiological risk if the line does not dry properly.

Allergen management thus can consume real capacity. The cost is found in line downtime, cleaning labour, QA time and reduced flexibility.

The paperwork is part of the production system

Every allergen decision has to be reflected in the documents. The supplier declaration has to match the raw material. The allergen matrix has to match the current recipe. The packaging has to match the correct SKU. Customer specifications and online product information have to stay aligned.

A small ingredient change can therefore create work in several places. Quality, purchasing, production and commercial teams may all be involved. Where a bakery supplies retailers or foodservice customers, each customer may also have its own specification format and approval process.

The administrative load increases further when the same equipment is used for milk-containing and milk-free products. Cleaning records, changeover forms, validation evidence and label checks all need to be available and current. For larger bakeries, this is a system issue. For smaller bakeries, it can become a dependency on one or two people who know how everything fits together. Both situations carry risk.

Mixed production creates recurring cost

The most visible cost is the changeover itself. The larger cost is repetition. A bakery may be able to absorb one long clean. Several changeovers each week are different. Over time, they affect line utilisation, labour planning and the ability to respond to urgent orders.

There is also the cost of control. Training has to be repeated. Procedures have to be reviewed. Supplier changes need to be checked. Labels need to be verified. Audit evidence has to be maintained. When something goes wrong, the consequences can extend well beyond the affected batch. Undeclared allergens are a major cause of food recalls, and milk is regularly involved in UK allergen incidents. A recall can damage customer confidence and put certification or supply agreements under pressure.

Removing milk from one recipe may change very little

A recipe change only creates operational value when it affects the wider production flow. Removing butter from one SKU will not remove milk risk if cream, whey or milk powder remain in the same product. It will not simplify a line if the next product still contains milk. It will not support a milk-free claim if the surrounding controls are not suitable.

The larger gains come when milk can be removed from a complete product family, a full line or a clearly controlled area. That can reduce the number of milk-related transitions and make the allergen status more consistent across the range.

This is why the right starting point is usually not the full portfolio. It is the part of the portfolio where milk creates the most work and contributes the least to the final product. A filled croissant, for example, may be sold mainly on the quality of the chocolate, pistachio or fruit filling. A cake may depend more on cocoa, spice or inclusions than on butter flavour. In these cases, the fat is still technically important, but it may not need to dominate the taste.

Where Be Better can fit

Based on the current product specifications, Be Better products contain none of the 14 allergens that require mandatory declaration in the UK. This can help remove milk from a suitable recipe. It does not make the finished product automatically allergen-free. The full formulation, production environment and cross-contact controls still need to be assessed by the bakery.

The practical question is therefore quite narrow: can milk be removed from an application without losing the product quality the customer expects?

If the answer is yes, the result can go further than the recipe. It may reduce changeovers, simplify specifications and give the production planner more room.

Start with one line and measure the result

A sensible first step is to identify one product family where milk causes frequent transitions and butter taste is not the main reason people buy the product.

The test should cover the finished pastry and the production process. Handling, consistency, line behaviour, cleaning time and documentation should all be reviewed. Ingredient price alone gives an incomplete answer.

Where fat is functional, Be Better performs better and carries less operational risk. Where butter taste needs to dominate, keep using butter.
